The concept of Offshore Car
Registration is becoming increasingly popular among residents of European
Countries where it is legal to drive a vehicle which is registered in another
Country. There are many reasons why people may choose to register their car
offshore, often it is due to the vehicle that they are importing, being unable
to comply with local vehicle requirements for registration, despite the vehicle
being in safe working condition and with minimal engine emissions. Regulations
in some countries require expensive compliance testing on all imported vehicles,
and even more costly in other jurisdictions are the VAT or Import Duties due on
imported vehicles upon first registration. Whatever the situation, there may be
a easy way to avoid all the unnecessary time and money wasted, just to drive the
vehicle of your choice!
Far away from the over regulated Continent of Europe, is a tiny island
nation in the South Pacific Ocean know as Vanuatu. This Independent Republic was
called New Hebrides when it was an Anglo-French Condominium, then changed its
name when independence was achieved in 1980. Just North of New Zealand and East
of Queensland, Australia, Vanuatu is a tropical nation with a predominantly
Melanesian population of around 200,000, which is spread through the volcanic
chain of islands fringed by coral reefs and rich blue ocean. So how is this
idyllic, untouched paradise going to help you? Already an established provider
of Tax-free International Companies, Vanuatu also offers European clients the
ability to register their vehicle under the local Vehicle Registry.

Vanuatu Vehicle Registration is possible for most types
of passenger vehicles, including small trucks and motorcycles. Requirements are
very simple and vehicles may be registered under your personal name, or the name
of a Company. The process is taken care of by our Vanuatu office and the
following list is all that we require from you:
Invoice for the Vehicle (copy accepted)
Registration Certificate, if previously Registered (copy
accepted)
Proof of 3rd Party Insurance (copy accepted)
Road Worthiness Certificate or mechanics letter (copy
accepted)

Vanuatu vehicles are registered from year to year, so it
is best to register the Vehicle in first months, as the window label that is
provided will only cover the year in which the vehicle is registered. Annual
fees are similar to what you would expect to pay for a locally registered
vehicle, but there are no Road User Charges or any other Taxes payable.
Although Vanuatu registration plates are restricted to
numbers only, you can request personalized plates for a small additional cost.
As the Vanuatu registry is very small with only thousands of vehicles having
been registered here, you may obtain a registration plate that would be popular
or extremely expensive in your country. You may also have special wording placed
above the number to meet your specific needs or to introduce your special
number.
The cost to register a car is
US$820 includes
registration, book and papers, two number plates and is valid for as long as
you own the vehicle!!
Annual fee is
$195
thereafter includes renewal fee, new window sticker and postage. Courier
delivery is $100 if you need.
Vanuatu is
willing to register a car that is currently registered elsewhere so
deregistration should not be a problem for you.
The size of the Vanuatu plates are as follows -
front plate is 400mm x 150mm and back plate is 350mm x 180mm.
PERSONALIZED PLATES available for only US$1200
Personalized plates in Vanuatu must contain two letters followed by four
numbers.
Only black on white is available for color.
Additional
Information
- There are minimal taxes linked with registration of Vehicle.
- The cost of registration neither depends on the price or age of the vehicle,
nor on the capacity of its engine.
- It is not required to present the vehicle at the place of registration - a
photo and documents certified by Notary Public are sufficient.
- Owner of the vehicle may be a foreigner.
- Number plates are similar to French ones, as Vanuatu is a former colony of
France.
- The procedure of registration can be accomplished in a matter of weeks.
All Documents must be submitted in English. If issued in other languages,
a translation is required. The translation must be certified by a Legal
Representative.

We now have some additional information that may be of great assistance in
regard to
3rd Party Insurance:
The key is to insure with the chassis number, rather than the number plate.
When you find an insurance company, please share the information with us.
They should be able to ensure on the chassis number for all
European countries and even for the Balkans. Don't forget that in most countries
you have to leave the country at least every three months to keep an extra-EU
plate.
Road Worthiness Certificate
The certificate can be simply a letter from a mechanic to say that
the car is fit for use on public roads. As long as the letter has the stamp and
signature of the mechanic.

"I am an Italian national, living in Sierra Leone, where I work in the
human rights / rule of law field.
I have recently purchased a car in
Belgium, to use when I am in Europe for business and leisure. I found
it very hard to register the car in Europe: the Belgian would not
register it because I am not a Belgian resident; the Italians would not
register it because the car is (currently unregistered) in Belgium. To
register the car in Sierra Leone I would need to ship it there, which
would defeat the object of purchasing a car in Europe for use while I am
there.
Mr Taylor of the OffshoreSimple has been
very helpful in registering the vehicle in Vanuatu. I will be using the
car throughout the EU, primarily for leisure. I have contacted the
Belgian authorities before I gave OffshoreSimple the go-ahead to
register the car and I am informed that I can drive in each EU member
state for a maximum of three months at a time before crossing a
border. This suits me well because I would in any event cross a border
between EU countries more often than that, and in any case, within
Schengen, there are no road boarders on motorways, so the entry and
exit of vehicles is not recorded.
Insurance is provided by a Belgian
company. Insurance was required as a precondition of registration in
Vanuatu, therefore I insured the car on its chassis number, before I
received number plates. I expect to be renewing the insurance every
year on the same basis.
The validity of registration has not yet
been challenged by any authorities. In fact I feel quite confident that
its validity will not be challenged since I have already made enquiries
and received that response.

were required and they have arranged for notarised translation of the
Belgian documents which was required by the Vanuatu authorities.

fact, I am planning to register a second vehicle with them. My second
vehicle has Kosovar number plates, as it was purchased by me during a
period of time that I worked in Kosovo: the plates and registration
documents that I have for my second vehicle are issued by the United
Nations interim administration in Kosovo and I believe that it will be
easier to circulate and cross borders with the Vanuatu registration.
In the interest of transparency, I should
