COMMONWEALTH OF DOMINICA
ECONOMIC CITIZENSHIP PROGRAM
INTRODUCTION
With prohibitive taxation, control of private capital and travel restrictions becoming more prevalent in many parts of the world, people of substance are seeking alternatives to enable them to protect their assets and income and to travel more freely throughout the world.The Commonwealth of Dominica is offering Economic Citizenship to a limited number of qualified applicants through Government sponsored investment legislation. The goal is to accelerate resort development and stimulate the growing tourist industry.
A unique concept providing for Citizenship, Passports, and Permanent Residence in one of the most beautiful countries in the world, the Commonwealth of Dominica, a world class international tax haven.
ADVANTAGES

Citizenship for Life - for applicant and eligible family members. *
Dual Citizenship - is permitted and there is no residence requirement. *
Passports - 10 year validity for adults; 5 year validity for children under 16 years of age. All passport holders have the right to renew as "Citizens". *
Visa-Free Travel - to approximately 80 countries including Switzerland, Canada and most British Commonwealth member countries. Where a visa is required, they are relatively easy to obtain. *
Tax Free Status - on Foreign Income, Capital Gains, Gift, Wealth and Inheritance Tax Investment Requirements

All inclusive application, processing, legal and investment fee: US $ 75,000
Provides for Citizenship and Passports for Applicant, Spouse and children.*
* Fee includes full Citizenship and Passports for up to two children under eighteen.2.
A fee of US $ 10,000 each, is required for any additional children under twenty-five. 3.
A personal interview is required with a Government official. This can be waived for an additional fee of US$3,000 to fund added due diligence requirements. Documentation Requirements

Two (2) completed Form 12 Commonwealth of Dominica applications (per applicant) - both must be originals and notarised. b.
Two (2) personal references and banker reference. c.
Educational background for applicant and spouse. d.
Copy of Passport or Official Travel documents. e.
Eight (8) passport size photographs for all eligible family members. f.
Medical Certificates of good health including HIV Negative g.
Police Certificates h.
Birth Certificates for all eligible family members i.
Marriage Certificate or Divorce Decree (if applicable) j.
On receipt of completed Form 12, the passport forms will be forwarded to you for completion. These are processed on approval of Form 12. k.
The Oath of Allegiance must be dated AFTER approval of naturalisation. Revised Fees and Procedures as of July 1, 2002
After the June 2002 Budget Session, the Government of Dominica announced significant changes to the programme, to come into effect as of July 1, 2002. However, as these proposals have been heavily criticised the Government has recently made further changes.
Under the new regulations, there are now two options for obtaining citizenship: A Family Option and a Single Option. Under the Family Option, the applicant pays US$ 100,000 which qualifies the applicant, his or her spouse and two children under 18 years for citizenship. An additional US$ 25,000 per child is required for each child under 25 years old. Under the the Single Option, a single applicant pays US$ 75,000.
In addition to the above substantially increased government contributions, the following new fees also apply:
- Application fees US$ 200 per applicant (non-refundable)
- Agent fee US$ 1,000 per application (non-refundable)
- Registration fees US$ 1,000 per applicant
- Stamp duties US$ 50 per applicant
Besides these substantially increased costs, the Government also has introduced more onerous due diligence requirements, which makes the programme also less attractive.
It is currently unclear if the Government of Dominica will continue to insist on these new fees and procedures. In the meantime, however, no new applications are processed under the previous regulations (namely, US$ 50,000 contribution). As in any event it appears that the Dominica citizenship programme will in the future be more costly, depending on the effective increase of costs in Dominica, other programmes, currently in particular the Citizenship-by-Investment Programme of St. Kitts & Nevis, become relatively more attractive.

1. Making all forms and Government guidelines available to the applicant
2. Assisting with completing application, and getting your application processed under a Government approved project.
3. Submitting application to the International Business Unit (IBU) of the Ministry of Finance and following up on approval.
4. Liaising with the IBU and applicant with respect to finalizing date for interview. The interview is conducted in English and no interpreter is allowed.
5. Facilitating applicant's visit to Dominica for the interview - hotel reservations (cost to be met by applicant), airport pick-up, a sample of one of Dominica's eco-tourism tours. The interview is mandatory and is conducted in Dominica at the International Business Unit Ministry of Finance on the last Friday in each month. The applicant can be accommodated on a different day for the interview for a charge of US$3,000. Also the interview can be conducted overseas for a charge of US$3,000, plus the full travel cost- airfare, hotel and per diem- for three members of the interview panel
6. Preparing applicant for interview. This is extremely important.
7. On approval of citizenship collecting Oath of Allegiance from the Ministry of Legal affairs and Immigration to be sent by courier to applicant for administering and to be returned to us
8. Submitting of Oath of Allegiance to the Ministry of Legal Affairs Immigration and Labour, for issuing of Naturalisation Certificate by the Minister of Legal Affairs Immigration and Labour. At that stage the passport application form will be sent to applicant as well.
9. Submitting of application and follow up on granting of passport, and sending passport by courier to applicant.
Note: Applications will only be processed if accompanied by:
i.
all documents included in the list provided, and ii.
payment of the appropriate fee Rejected applications are subject to a 10% processing fee - the balance is refunded.
